ORDINANCE 2021-005 AMENDING THE FISCAL YEAR 2021 ADOPTED BUDGET, AS AMENDED; PROVIDING FOR REVISIONS OF APPROPRIATION OF FUNDS FOR THE OPERATION OF THE GOVERNMENT OF THE CITY OF LAUDERDALE LAKES FOR FISCAL YEAR 2021 IN THE AMOUNT OF ONE MILLION EIGHT HUNDRED TWENTY-FOUR THOUSAND SIX HUNDRED TWO AND 53/100 ($1,824,602.53) DOLLARS

This ordinance to amend the Fiscal Year 2021 Operating and Capital Improvement Budget.

Staff Recommendation

Background:

The Fiscal Year 2021 Operating and Capital Improvement Budget was adopted September 29, 2020 (Ordinance 2020-005). The all funds budget of $48,729,115 requires amending to properly align the City's fiscal accounting to the adjustments in the budget plan. The net adjustment to the budget is $1,824,602.53 for the following items:

 

General Fund (001) - $530,000
Code Enforcement is a priority to the City as it enforces the housing standards for residential and maintenance standards. Currently, the City is experiencing challenges with retaining Code Officers. The City is in the process of addressing this issue. In the interim, it is in the best interest to contract Code Officers to ensure that the City does not experience interruptions in service, while an assessment is being conducted. Contractual staff will be familiar with the laws of Florida, specifically the Building Code and will be familiar with a fast pace code enforcement environment. Staff is requesting $80,000 to ensure this function is staffed with the highly skilled individuals.

 

City staff is requesting $450,000 to provide a Mortgage Assistance Program to support residents that were impacted during the Coronavirus pandemic and did not receive assistance previously. The City received a grant through the CARES Act to support a similar program, but funding was not enough and the funding period was not long enough for many residents to take full advantage. This additional program will be able to assist the residents that are in desperate need of relief.

Grants Fund (102) - $19,761.41
The City of Lauderdale Lakes was awarded the Coronavirus Emergency Supplemental Funding (CESF) Grant from the Department of Justice Bureau of Justice Assistance in the amount of $64,214 (Resolution 2020-025) to sanitizing equipment and personal protection equipment. Majority of the funds were spent in the fiscal year 2020. A small portion in the amount of $19,761.41 needs to be included in the fiscal year 2021 operating budget.

Community Development Block Grant (113) - $364,688
This is a budget reduction of the two (2) Purchase Assistance Grants 44th and 45th program years. Broward County has elected to administer the 44th Year and 45th Year Purchase Assistance Programs on behalf of the City of Lauderdale Lakes. The financial obligation is no longer required by the City. Staff is recommending a reduction to the budget in the amount of $364,688.

Hurricane Loss Mitigation Program (117) – $115,366
The City of Lauderdale Lakes accepted a grant award for the Hurricane Loss Mitigation Program (Resolution 2020-042) for an amount of $194,000 to protect residential properties against hurricane hazards. The Florida Division of Emergency Management granted an extension to contract number B0045 through December 31, 2020 due to the COVID-19 pandemic. Simultaneously, contract number B0084 was executed, increasing the FY2021 grant amount to $388,000. A budget amendment is requested to provide funding for both contracts in the FY2021 budget.

General CIP Fund (315) - $100,000
The parks bleachers located at Vincent Torres Memorial Park and Willie Web Senior Park have been cited for numerous safety violations. It is imperative that the City comply with all safety regulations and standards. It is estimated that the cost will not exceed $100,000 for both locations.

Transportation Surtax Fund (316) - $1,424,163
The City of Lauderdale Lakes executed the Second Amendment to the Interlocal Agreement with Broward County (Resolution 2021-019) accepting grants from the Transportation Surtax Oversight Board and County Commission for five (5) municipal projects and rehabilitative and maintenance projects totaling over $1.4 million.
